Dr. Sarkar holds various key positions during his career as IFS Officer. His cadre was allotted to Tamil Nadu by the Government of India.
His first posting was as trainee Assistant Conservator of Forests in Dindugul district and then posted as the District Forest Officer in the same district for a short stint and got transferred to Social Forestry Division, Trichy. Carried out afforestation work in Tank beds, Poromboke Hillocks, Fallow lands to increase the Forest cover of the country. Didyield assessment and harvesting of matured crops. Bydoing proper administration and man management of the Division, he contributed to raise hugegovt. revenue from social forestry plantation of Babul / Acacia nilotica. 60% of this revenue was shared with the village Panchayets of the district for their developmental work.
There was an utter need of Project formulation for Forestry in the Head Quarters during in mid-nineties (1995). So, he was posted as Deputy Conservator of Forests(FEMAS) i.e. Project formulation both of domestic as well as of international level, Evaluation & monitoring of ongoing forestry project in the state were the main activities in the HQ. During this period, Sri Sarkar carried out significant contribution by drafting Tamil Nadu Afforestation Project, (TAP-I, worth of Rs.500 crores) which was approved & Funded by OECF, JAPAN. This project implemented during 1997 to 2002 in State.
After completion of about 3 years, he was again posted for field work as the District Forest Officer of Tirunelveli where he continued for more than 3 years and performed challenging job both for protection and also good rapport with District administration. During this period, he perambulated almost entire Western Ghat areas which were within Thirunveli and Kanyakumari districts and evicted all illicit Ganja Cultivation. Protected the Flora & Fauna and all other natural resources of this Division and also to carried out the further regeneration and conservation works.
After Thirunveli district he was again given the charge of DFO of Dindugul District where he did good protection work and also welfare work, medical camps in Tap programme villages for about 10 months.
After completion of this training, he has posted as working plan officer Trichy. During this period, he wrote 10 years forestry prescriptions for Madurai Forest Division. Writing of working plan of Madurai Forest division and submitted all Part I, Part II & Part III to the PCCF for its implementation for the period 2005 to 2015 AD.
He was promoted as Conservator of forests and posted as General Manager of TAFCORN (Tamil Nadu Forest Plantation Forest Corporation), Trichy to assist the Managing Director in Technical, Administration and Financial matter in running corporation. He wrote Management plan of TAPCORN for next 10 years and for field he made project of Site matching clone of Eucalyptus. At the end of this project TAFCORN earned an outstanding profit of Rs. 32 Crores for two consecutive years.
He took study leave for one year to complete his PhD thesis work on Conservation Management Strategies for Endemic & Threatened Medicinal Plants of Kalakad Mundanthurai Tiger Reserve (KMTR), Southern Western Ghats of Tamil Nadu, India – A Geoinformatics Approach
During August 2012, Dr. Sarkar was posted as the Working plan officer at Coimbatore to write 10 years forestry prescription plan for Nilgiris North Forest Division. He completed writing of Working plan of Nilgiris North Forest Division. He also coordinated “Status & Distribution Survey of Endemic and Threatened Floral Taxa in Wild in Tamil Nadu” under Tamil Nadu Biodiversity & Greening Project, Administration.
Subsequential after observing his thesis Government of Tamil Nadu published it as a book on “Management Strategy for Endemic and Threatened Medicinal Plants in India – A Geoinformatics Approach”.
After reviewing this book, the Government of India published an abridged version titled “Biodiversity Governance for Managing Endemic and Threatened Medicinal Plants in India – A Geoinformatics Approach.”
Finally, Dr. Sarkar was promoted to the position of Additional Principal Chief Conservator of Forests (PCCF) and later retired. After retirement, Dr. Sarkar founded the Nivedhita Foundation in Trichy.

Dr Sarkar did his graduation and post-graduation from the Presidency College of Calcutta University; M.Sc. in Forestry from Indira Gandhi National Forest Academy (IGNFA), Dehra Dun and MBA/PGPPM (Post Graduate in Public Policy Management) from Indian Institute of Management, Bangalore. He was conferred a doctorate degree in Botany from Bharathidasan University, Tiruchirappalli, Tamil Nadu. Read More…
